HEPCO Inc. is seeking a Contract Analyst to support procurement and contract management for capital and storm-related infrastructure projects with PSEG Long Island. This role is primarily remote, with occasional travel to project sites based on project needs.

• Manage procurement and contract administration for construction and capital projects
• Develop and issue RFPs, purchase orders, contracts, amendments, and change orders
• Perform bid evaluations, cost analysis, and prepare award recommendations
• Negotiate contract terms, conditions, and amendments
• Ensure compliance with PSEG guidelines and FEMA procurement regulations (2 CFR 200)
• Coordinate with project teams, suppliers, contractors, and consultants
• Pre-qualify suppliers and support vendor onboarding
• Conduct pre-bid meetings and site walks as needed
• Monitor and expedite PO and contract deliverables
• Track contract performance and ensure compliance with scope and terms
• Promote cost savings and identify process improvement opportunities
• Support supplier management, vendor relations, and supplier diversity initiatives (MWBE & SDVOB)
• Conduct market research and support strategic sourcing efforts
• Maintain accurate documentation and reporting across all procurement activities

Qualifications:

• Bachelor’s degree in Business or related field
• 5+ years of experience in contract management or procurement, preferably within construction or infrastructure projects
• Experience executing construction service contracts
• Strong knowledge of RFP processes, bid analysis, and contract negotiations
• Familiarity with FEMA-compliant contracts is preferred (training available)
• Advanced Excel skills (may be assessed during interview)
• Experience with SAP, Ariba, or Power Advocate is a plus

Pay Range: $55.00 - $60.00 per hour (Depending on experience and qualifications)
