Project Manager (On-site)
Job Description
We are seeking an experienced Project Manager to lead and manage large, complex cross-functional IT projects supporting government agencies. The ideal candidate will be responsible for the full project lifecycle, including planning, execution, monitoring, reporting, and project closeout. This role requires strong leadership, communication, and organizational skills, with the ability to work closely with executive leadership, business stakeholders, technical teams, and third-party vendors.
- Develop and manage comprehensive project plans including scope, schedules, deliverables, resource allocation, budgets, risks, and funding
- Lead project teams and ensure day-to-day activities align with project objectives and timelines
- Facilitate requirements gathering sessions with business and IT stakeholders
- Develop, document, validate, and maintain business and system requirements
- Track and manage changes to functional and business specifications
- Coordinate project deliverables, milestones, tasks, and change requests
- Manage project budgets, costs, risks, issues, and resource allocation
- Prepare executive status reports and stakeholder communications
- Facilitate governance meetings, status meetings, Agile ceremonies, and project reviews
- Participate in test planning, user acceptance testing (UAT), and quality assurance activities
- Oversee system enhancements and ensure project deliverables meet business requirements
- Maintain project and technical documentation in ServiceNow ITSM and other tracking tools
- Ensure adherence to project management standards and Secure System Development Life Cycle (SSDLC) requirements
Required Experience
- 84 months of experience managing multiple large, complex IT projects for U.S. Government agencies as the Project Manager
- Experience managing projects with:
• Budgets exceeding $500,000
• Durations over 12 months
• Multiple funding sources including Federal and grant funding
• Third-party vendors and external stakeholders
• Multi-level project teams
• Geographically diverse end users
- 84 months of experience developing and managing project plans covering scope, schedule, cost, quality, communication, change, risk, issue, and resource management
- 84 months of experience using project tracking tools such as Microsoft Project to manage schedules utilizing Waterfall, Agile, and Hybrid methodologies
- 84 months of experience developing and managing scope documents, deliverables, and project change request processes
- 84 months of experience with quality assurance, end-to-end testing, UAT, defect management, and quality governance
- 48 months of experience managing COTS software implementation and/or SDLC application development projects
Technical Skills
- Experience with Microsoft Project and ServiceNow ITSM
- Strong understanding of Agile, Waterfall, and Hybrid project methodologies
- Experience with business analysis, documentation, testing, and stakeholder management
- Strong communication, leadership, and organizational skills
Required Qualifications
- PMP Certification is required
- Must have a Bachelor’s Degree
- Must have a minimum of 7 years of experience working with State or Federal government clients
