Job Description

Our client is seeking an experienced Project Manager to oversee pre-construction and construction activities for various projects. The ideal candidate will ensure adherence to project plans, specifications, schedules, and budgets. This role involves coordination with stakeholders, managing workflows through ProCore, ensuring compliance with quality and safety standards, and maintaining detailed documentation throughout the project lifecycle.

Key Responsibilities:

Pre-Construction Activities:

  • Conduct thorough constructability reviews of project plans and specifications at 60% and 90% design milestones.
  • Participate in confidential reviews of request for proposals and bid evaluations, providing expert analysis.
  • Set up and manage ProCore workflows for construction, including submittals, RFIs, change orders, non-conformance reports, invoices, and other documents.
  • Train and instruct contractors, subcontractors, and other parties on ProCore usage and project requirements.

Construction Activities:

  • Ensure compliance with the Authority's Project Management Policies and Procedures and Document Controls program.
  • Coordinate project activities with the New York State Canal Corporation, affected municipalities, and other stakeholders.
  • Manage and document all project-related communications, including RFIs, submittals, and change orders.
  • Maintain updated project plans, specifications, and drawings throughout the project duration.
  • Lead and participate in project kickoff and other meetings, developing a project directory and communication plan.
  • Conduct regular project risk assessments, maintain an updated NYPA Risk Register, and lead group risk review meetings.
  • Provide temporary office space and related facilities as needed.
  • Assemble and deliver the project closeout package, including all project files, warranties, as-built drawings, training materials, and operation and maintenance manuals.

Project Management Information System:

  • Utilize ProCore for managing all pre-construction and construction phase documentation.
  • Maintain construction documents, track RFIs and shop drawings, centralize milestone reports, and manage daily reports, inspections, safety incidents, and change orders.
  • Maximize efficiency and transparency through effective use of ProCore.

Cost Management:

  • Analyze, monitor, and track project-related costs and change orders, maintaining an Estimate at Completion and providing monthly summaries.
  • Manage work outside of contract scope through NYPA approval processes and document contractor claims.
  • Review contractor/subcontractor certified payroll records and 'pencil-copy' invoices for accuracy.
  • Submit monthly and annual accruals with backup documentation.

Time Management:

  • Provide daily progress reports, tracking against contractor schedules, and work with contractors to maintain or recover schedules.
  • Review bidder schedules for conformance with milestones and advise on contractor schedule accuracy.
  • Report schedule deviations and review requests for extensions and delay claims.

Quality Management:

  • Monitor and document field and shop work for conformance to project plans and specifications.
  • Perform and document inspections using NYPA Construction Inspection & Monitoring Program.
  • Coordinate and document third-party inspections, maintain records, and notify relevant parties of results.
  • Ensure non-conforming work is reported and resolved, and that stormwater and erosion control measures are implemented and reported.

Safety Management:

  • Monitor construction activities for compliance with Health and Safety Plans and regulations.
  • Alert contractor and NYPA representative of safety concerns and ensure daily tailboard safety meetings.
  • Document and report all incidents, conduct safety-related investigations, and ensure compliance with safety regulations and the Community Right to Know Act.
  • Provide safety orientations for site visitors and maintain access control.

Qualifications:

  • Education: Bachelor’s degree in Construction Management, Civil Engineering, or a related field.
  • Experience: Minimum of 5 years of experience in project management, with a focus on construction management.
  • Certifications: OSHA 30-Hour Certification required; PMP or equivalent project management certification preferred.
  • Skills:
    • Proficiency in project management software (ProCore preferred).
    • Strong understanding of construction plans, specifications, and safety regulations.
    • Ability to manage multiple tasks and projects simultaneously.
    • Strong analytical and problem-solving abilities.
  • Other: CPR/First Aid certification required for at least one on-site representative.
